Peter R. Picarillo, CBCP, is Executive Director for the Business Network of Emergency Resources, Inc. (BNet) a not-for-profit firm dedicated to promoting public-private partnerships in emergency management and business continuity and developer of the Corporate Emergency Access System (CEAS). Peter is also president of his own consulting firm, Picarillo Consulting and Management Associates, Inc.
Peter is a retired New York City Police Sergeant and a former Director of Public Private Initiatives for the New York City Office of Emergency Management (OEM). He was part of Mayor Rudolph Giuliani's initial transition of OEM from the NYPD to the Mayor's Office in 1996. While at OEM, he founded and directed the Public-Private Initiatives group that crafted initiatives intended to bridge the gap between the public and private sectors in areas related to crisis management and business continuity. He is responsible for several highly successful programs in information sharing and operational participation between the public and private sectors, including an emergency access plan for critical business personnel.
During his tenure as an emergency manager, Peter was actively involved in the response and recovery to events including the 1993 World Trade Center bombing and the aviation disasters of US Air Flight 405 and TWA Flight 800. On September 11, 2001, Peter became a critical part of the City's response to the largest disaster in U.S. history. After OEM's offices - which included New York City's emergency operations center - were destroyed, Peter became part of the OEM team that had the unprecedented challenge of rebuilding the agency's internal capabilities while coordinating the overwhelming response to a national tragedy.
Peter served as Interagency Logistics Section Chief during the four-month response to the September 11 World Trade Center disaster and crash of American Airlines Flight 587. As Logistics Chief, he conceived, developed and maintained supply chain strategies to support rescue operations at Ground Zero, the investigation operations at the Staten Island Landfill and the aircraft crash site in South Queens.
In addition to his experiences in disaster response, Peter spent most of his years as a Senior Planner for OEM. His planning experience extends over a wide array of categories including the writing of guidance manuals for New York City police officers for the 1994 World Cup Soccer tournament, serving as Assistant Project Manager for OEM's Y2K citywide coordination plan and being the primary developer of the City's Hurricane and Coastal Storm Plan.
Peter is a sought-after publicspeaker on an array of topics in the emergency management and business continuity fields. He brings with him over 20 years of hands-on professional experience from the worlds most complex urban landscape. He has spoken at such notable events as the Contingency Planning and Management (CPM) magazines's Symposium on Global Assurance, Security Industry Association Operations Conference, and the National Hurricane Conference, and was a keynote speaker at the Georgia Emergency Management Agency Aviation Disaster Forum.
Peter also serves on the Board of Directors for the Contingency Planning Exchange (CPE) in New York and is a member of the Editorial Advisory Board of Contingency Planning and Management (CPM), Global Assurance newsletter and was inducted into the CPM Hall of Fame in the public sector category in 2004 for his work in public-private partnership programs. Peter is a graduate of St. John's University, School of Business and is a DRII Certified Business Continuity Professional (CBCP).
